Check out penetrating epoxy, you'll need to remove the floor cover but this stuff will harden the floor better than new and make it basically waterproof at the same time.

Sure could but always be cautious of having power on the exposed side of the plug. Also make sure to check polarity as the Zamp plugs are reverse of normal CES connections.
