Quickie question
Are the bathroom circular pop up ceiling air fan vents supposed to leak when they’re open and there’s light rain outside?

Leak when open? Yes, pretty much so, in my experience. Driving rain, wind, large splashy drops, running down the road open. I do not call it a leak when water comes through the bathroom vent when it is open.

Hi
Simple answer - yes. More complicated answer - usually. You can sometimes get away with them being open and now see much water come in. Roughly 95% of the time they will drip if rain of any sort is coming down.

Wave man,
The exterior vent cover is larger than the fan opening or "inner ring" to provide some splash protection. There is a second "outer ring" (just smaller than the vent cover) with a small weep-hole on the downward side that is designed to catch and drain to the roof some additional splash or blown rain.
As mentioned, in a heavy or wind-driven rain, some splash could get in the open vent. But under the "light rain" condition as you described, it would be unlikely, though still possible.
However, I attached the thread link due to the possibility of a factory seal defect.

I climbed up a ladder and took off the fan covers. Very cheap foam sealing the covers to the fan base when closed however there is a lip to prevent rain from entering the assembly when the fan is pulled closed.

As Bill M. said, yes. I always want a bit of ventilation so that's why I leave the shower vent open in the rain, not the bathroom.
