Seasoned RVr new to Airstream

First I'd like to say how beneficial I've found this forum. I purchased my first Airstream trailer in early August, a 2006 75th Anniversay 23LS. It's sweet!! Being the 3rd owner and meticulous in nature I've gone over it with a fine tooth comb correcting this and changing that. All with the help of this fine group. But now I've found something very puzzling and I need help! I was under the carriage changing the switch for the light at the dump station and noticed the black water discharge pipe leaving the trailer looks to have been modified. And then I noticed screws with bits of plastic still attached and the screws have a pattern to them as if they held a protective cover in place. Maybe someone could send me photos of what this area should look like or at very best tell me what I'm missing. And is it possible to correct?

Help please
