The fan will work no matter if the compressor is working or not. First thing to check is the thermostat. If yours is a simple knob, the original thermostat is crap. The comfort control center ones have problems as well. There could also be a bad capacitor on the compressor.
On the outside under the cover. There thermostat will be under the cover where the filter is. If you have a comfort control center I think it controls all that.
The first thing to try might be to unplug from shore power, wait 10 seconds, then plug the shore power back in. There is a chance the A/C will reset itself IMO. Is this the original unit for your 2009 16' International?
Did you have any lightning electrical storms this morning? Do you use a surge protector as part of your shore power setup?

take amp draw on whole trailer with ac off , write it down .
turn on ac , on high fan fan pulls max 3.2 amps if you show more ( subtract first reading ) comp is running with lost charge if not time to go on roof and pull cover to access caps , look for oil or swelling 1rst , also lots of burned up starters ( small black square with spade conections to top of cap . lots of those burned up !
if caps / started look burned /swelled order hard start kit ( common retro fit 05-2010 )
I will be climbing on my Bambi tommorow if no rain. I will try everyone's suggestion. Unplug and the replug. Check thermostat outside unit. And capacitor inside unit
Do you think it is not super complicated to do either of these replacements? I will be giving it a girly try!
