Looking at the diagram and the pictures you provided, to see if the blower will run you can unplug the two red wires at the bottom of the control board (BLO and PWR), touch them together, and see if the blower will run (assuming that the thermostat is on).

Are you using a meter? If so, it would be nice to know if there is 12V at PWR on that control board.

Another thought..... On the control board there is a red LED. It should indicate just like on a home furnace, and I see a white lable on the right side of the picture that explains the blinking. IF all is well and the thermostat is calling for heat, that indicator should blink rapidly (if I remember correctly.... read the label). If the thermostat is not calling for heat, that LED should blink approx. one time per second. If that LED is not blinking at all, you are not getting power to that control board.

Maybe that LED is just a fault light? Not a combination status/fault light? I wish I could read that label. The main thing I'd like to know is: is there 12VDC at the PWR connection?
