I can't remember the Name of the movie, but John Wayne played Capt/RADM Rock Torrie, Burgess Mederith was a PR person, Patricia Oneal was Wayne's romantic interest and Kirk Douglas was Cmdr Eddington.

It was "In Harms Way" indeed, based on a novel by Basset I think. Good book, good flick.
