Furnace not lighting

Okay, so I finally seem to have the other problem resolved, but now my furnace developed a new one. It comes on correctly, I can hear the gas flow valve opening, and I can watch and hear the ignitor firing, but the furnace doesn't light. All other propane appliances work perfectly.

Am I correct in thinking this almost has to be the gas flow valve, even though I can hear it clicking? It's like it's not letting enough gas into the furnace to light and stay lit. Unfortunately I don't really have a way to test it.

For what it's worth, I never had this problem before; it always lit right up. And it went through several cycles successfully last night before this issue appeared.

check for rust on the burner pan, mine was rusty, the holes were open but the rust screwed up the flame
