Question Weep/drain holes in tank pan?

I had a new tank pan fabricated because the old one was rusted out through the bottom. I assumed this was caused by water (from whatever leak) standing in the bottom of the pan for years. The styro was stained as if sitting in water a long time. Should I make a drain hole in the pan with maybe a pipe or tube that goes through the belly skin to keep this from happening again? I have no idea if the original pan had any such thing, it was so far gone. I am having to replace the angle iron and frame extenders that held the pan in place. They were rusted, too. How far should I dig to discover more rust? as far as I can see looking forward under the skin, all looks well but I'm not sure about the outer edges (outriggers?) are these commonly rusted out?
