Pressure Relief Valve ??
I am having problems with understanding the Pressure relief valve.
The PO capped one side.
Does the top of the valve blow?
With the water regulator being set at 45# and the pressure relief valve at 60#, I would think that there are other connections that would blow before the 60# relief valve.
Thanks in advance

That valve has probably been capped because it failed, and started leaking.
There is a second failurepoint at the top of the valve as well. Ours failed there this Spring.

Your Airstream has an interesting collection of plumbing - all the major food groups appear to be covered.
My Overlander's original OPR valve did not leak UNTIL I tested its cracking pressure during the refurb. After that, it was replaced because it wanted to dribble.
I have noticed the new valve dribbles whenever the water heater is running. I do not consider that a problem because a tube connected to the device directs the water to the ground.
