By the looks of this Hertford, you can get the clearcoat off with some semi paste zip strip. Make sure you try a small area first- it should bubble right up, but give it about ten minutes or so (as instructed).
This aluminum I see here looks like it will clean up good, and you can stay in your TEST AREA to see if it will polish. Before you go running down the street buying expensive polishes, try some MOTHERS MAG and ALUMINUM POLISH, get yourself plenty (and I mean LOTS) of Tee shirts for rags, and a gallon of kerosene. Kerosene disolves oxidation and wipes up quickly. All this is a good place to start without knocking your self out at first. It may polish up to shine, and it may not. But irregardless you will be cleaning it and improving the metal. If you go to have it cleared again, take it to a pro for this duty.
