I learned about it years ago when my electrician used it in the ends of conduit being installed outdoors to help ensure no water got in. Good stuff for sealing where wires and small tubing penetrates through a bulkhead or similar surface - never gets hard and can be removed years later with a putty knife easily.

I got some of this putty from Amazon and stuffed it into the hole where the tube enters the condenser bundle and it solved the vibration problem! I now have 2 quiet heat pumps and both have the micro-air soft start!
