City Water Intake Line: Why the Second Valve? Should I Scrap It?

I am replacing all the water lines in my 1978 Sovereign. I have two check valves, which I plan to replace with the Shurflo Pressure Reducing City Water Entry.

Question: the second smaller valve is attached to a drain line that feed out the bottom of my airstream, should I keep it as part of the new system?

Current System:

That is the pressure relief valve for the city water. It is set at 60 psi. If the pressure exceeds 60 psi, the excess water is routed thru the tube/hose that goes thru the floor.
