Toilet leak at intake valve 97' Excella

My husband is getting around to finding a leak around the toilet area. Turns out that the leak is at the water intake valve. There is a nut that is leaking at the joint of the foot flushing mechanism. He tried to tighten it, and loosen it. No luck in stopping leak. The toilet is off, so not sure if there is a fix. I will go out and get a picture, I am sure it will help.
