Curb side galley window

I am in the process of making a roman shade to cover the window over the sink in the kitchen. I am using an old blind mecanism without the blind pieces but only the strings in the top bar for raising and lowering the blind. I am using material that we used to recover the goucho. I want to use velcro to attach the curtain to the blind cross piece so that I can remove the curtain for cleaning when necessary. I glued some on with Elmer's glue but when I pulled the curtain off the glue did not keep the hook side of the velcro on the bar. Are there any suggestions for securing the velcro to the plastic rod?
