The cover is actually a commercially available power cable hatch. My suspicion is that it was added to cover a hole cut to permit repairing either fresh water or waste water lines. My Overlander has an oval patch covering an access port cut for the purpose of repairing freeze damage to the fresh water supply at some time in the past.
