I don't know about there, but California doesn't make it easy, but it is possible. From what I learned, everything has to match up. The year the plate was released has to match the year the trailer...

The right angle drill has proven to be priceless for me. I am also a big fan of the kreg system. It has taken a lot of complexity out of projects without sacrificing strength.
