I have used a kit for cutting flooring. Not sure where I got it but if go to any flooring supplier and ask about the kit that uses a paper template and a plastic disc that gives a 1 in offset to the perimeter of the room you should find the kit.
You lay out a heavy paper on the floor roughly cut it just short, a 1/2 in or so, of the size of the room. Using a 2 in diameter disc with a center hole that accepts a pen you trace the perimeter of the room on the paper. Using the pattern you place it on your flooring and mark or cut the flooring. This work great with sheet flooring and should work just as well with rugs.
With a rug I would flip the rug and pattern to allow you to mark and cut from the back side.
