Caulking underneath?

When I was greasing my BAL stabilizer jacks I noticed the "interesting" caulking job around the driver's side rear jack of the tt.....this was done at the factory I am certain; they caulked around a 1/2" drain and ran the caulking around the jack turning rod. This pulled out the caulking. Great job of caulking--worse than mine

What is the drain from/to? Pretty close to the hot water heater.
Can I use Home Depot's best inside/outstide caulking?

This caulking will not show. There are arrows pointing to jacking points--some square pieces -- are these pieces the actual place where you put the jack head?

Jack points

According to my conversations with the factory, the jack head should go at the aluminum square.

On my Safari the tube in that area is for draining the city water line between the inlet and the water heater. On my unit there is a valve in the storage area that opens that drain line.
