It's way out of date. Minnesota has required breakaway brakes on anything licensed at 3,000 pounds or more for at least five years, and also now requires trailer brakes when the actual trailer weight exceeds the empty weight of the tow vehicle (even if the trailer GVWR is under 3,000 pounds).
