I am sure that this question has been asked before but I am having no luck finding a company that allows towing on their rental vehicles. ( I live in NY City...and Enterprise says they will do it but does not have any available vehicles in my area.)
I have four passengers. If you guys cant solve this problem no one can!

Some people have been successful renting trucks from U-Haul and similar places that rent trucks and trailers for moving. Rates can be prohibitive for longer trips however.
You may find that services that haul trailers for a fee are cheaper, especially for longer runs.

It can be done. Actual modern trucks & SUVs, with tow packages & insurance that allows towing. We've done it a few times in northern California-mind you it's not cheap, but you can actually take a trip this way with smiling passengers & all. I don't have any specific companies for you in NYC, but try the more mom & pop companies or prestige/luxury car rental places in NYC that don't have all those automatic "no towing" clauses like hertz, enterprise, etc.
If on the other hand you're looking to drag a new purchase one-way then there are the hook it to the back of a big uhaul box truck (won't seat >2 & miserable ride!) or the pay a towing or furrier service that more likely caters to trailering horses or classic cars.

hmm,
nowhere in the NYC metro area that I can think of....
if your "Currently Looking..." status is changing to "I found one & need to bring it home", maybe one of us could help with that trip, depending on the logistics??
best,

Went down to the Rio Grande Valley last weekend to look over a pair of older A/S trailers, one of which was under consideration for purchase by a man from here. He'd rented a 1T Chevrolet diesel/automatic in Austin from CAPPS.
I agree with jm2... Someone is surely willing to help out. If I lived nearby and had the flexibility in my schedule, I would gladly make the tow for a fellow 'Streamer if they would be willing to pay for the fuel.
I don't know if you can easily rent from Hertz, Enterprise, etc. but Home Depot rents trucks that might have a receiver hitch on them.
I want to thank you all for your advice and kindness. I had a friend help me out. He did exactly what some of you would has done. He took the time and all it cost me was fuel and tolls. I am going to address this issue in the future. But for now I'm good. Thank you.
