Ford started producing the PowerStroke in late 1994 as 1995 model-year trucks..... that is what I have and LOVE. Find out exactly what it is..... check the sticker on the driver's door frame, get the build date and the VIN number. If it IS a PowerStroke, I would suggest getting it, but not for that price. I got my 1995 F250 for $6850 three years ago, and it only had 70,000 miles on it. I'd offer $5K and go from there.
If it is a non-PowerStroke IDI, it can still be a decent truck, but it's no hot rod and it is not a PowerStroke. I certainly would NOT pay that much for it, either. Start at 1/2 that, if you decide to go after it.
Either one would need to be looked at with a fine comb. Do you know anyone that "knows" those trucks? I learned a TON from this site:

A PowerStroke also has/had a PowerStroke sticker under the F250 or F350 emblem on the left and right front quarter panels. The pre-PowerStroke 7.3's
could have a turbo on it
