Question Seam Leak! Helppppp

Along the rear Exterior, just above the bumper on my /75 tradewind, I have found that the rivets have become separated / broken from the blue beltline? Looks like this has been like this for some time, as I am in the middle of replacing the water damaged floor in the rear. What type of sealer / adhesive should I use? How much of the beltline, if any should be remved and sealed??? From the looks of the condition of the frame mounting the bumper sections of this as well willl need to be replaced. Good thing it's off season :O)

I have been resealing the belt line as I go.... after removing silver silicone Here is the process I have been using; I remove the blue plastic insert, drill out the rivets, scrape, and chemically remove the silicone, clean the back of the rail, reinstall with a light 1/8" or so bead of vulkem on the back side of the rail just above the rivet holes, then after it is installed use parabond along the top edge of the rail. I leave the bottom open for any moisture that happens to get trapped to be able to work its way out.
