Hi Mitsy
A standard cover not hard to find. Can probably be had at any Rv supply. An original may be more of a challenge. Look here in the classifieds, ebay and craigslist.

Mitsy.

The cover didn't blow off, it got "ripped" off by the wind.

Since you have a 64 trailer, the vent cover operators lost all their internal friction years ago.

What makes them open when traveling?

Unbalanced running gear causes it, every time. The vibration from the trailer wheels causes the vent operators to jiggle open, and when that happens at highway speeds, the cover is ripped off.

The fix?

Replacing the cover is the easy part. Next, wrap 2 bungee cords in the shape of a figure "8" around the backside of the 2 operator handles. That will stop the operators from opening when traveling.

Next, get the running gear properly balanced, and then add Centramatic balancers to the wheels. Of course if you still have split rim wheels, they don't GOTTA GO, "THEY MUST GO".
