Charging Puzzlement

2010 AS Flying Cloud disconnected from tug and connected to 110vac. All DC and AC devices work. Exception: No voltage at ends of battery terminals when terminals disconnected. Batteries will not charge unless connected to tug. All breakers OK. Help please.

Please clarify. Between positive battery terminal and what? Measured how?

Check the fuses on the output side of the converter.
Make sure the 110 receptacle for the converter is hot at the receptacle not just the breaker.

Checking the wires to the battery may not be a good check if the converter has a circuit that sense an open circuit.

Measured from positive battery terminal with cable connected to negative battery cable, cable disconnected. Measured with voltmeter showing 0.004VDC.

Can you restate this. Where were the probes of the voltmeter placed and what cable was disconnected.

Have you checked to see if the converter has power to it and if the output fuses of the converter are good?

Voltage is measured in parallel. You should have your batteries connected while measuring the charging voltage at the batteries. If you are getting 12.7 volts or less you are measuring battery voltage and your converter is not sending charge current. Around 13.4 or more you are getting a charge.
