Phil,
Solar panels dating from 1994 are probably no longer functioning as intended. I just replaced an older system on an AS in TX and the panels were actually brown with very little voltage coming from them in full sun. You might have the same problem.
Replacing them with modern, polycrystalline panels at 100 watts /panel will give you an idea of the power capacity the new stuff has. It also has a lot to do with your battery capacity, wiring gauge and the type of charge controller that you have.
