Did you check the bulb? I found out that the bulb in my outside light, had two bottom connectors, looked for all practical purposes like an 1157 bulb. So I replaced it...nothing. So then I got the tester out and that is when I detected the socket , in the ensuing "flash/boom," was 110v.NOT 12 Volt. The bulb looked like a 12v 1157 but was actually a similar appliance bulb (sewing machine.) This could be a similar set up for you.
