Fresh Water Tank Vent

Still working on replacing the repair fresh water tank in a 79 Excella 500 and realized that the vent line that comes from the tank to the filler opening has not been attached to the external vent. All of the filler opening and vent seems to be contained under the wheel well skirt inside the trailer. It seems to me that the only way to reattach it is to remove the fender skirt inside, is that correct? The attached pic shows a large hose with white bands on the right side, the vent hose is partially visible on the right side of the lager hose and you can see how both go into the plastic fender skirt.

If so I think I'll cut an access panel as removing the skirt would be a major pain.
