It is a manual crank handle to operate the power jack if you have no power or a jack motor failure. If it's like mine you have to unbolt the power head cover to access the screw mechanism. Not too user friendly.

yup - that exactly what it is.
and most of us make SURE we carry one with us for just that reason
however - in most cases, the bubble level at the top of the jack can be removed by twisting and lifting so you don't have to remove any screws from the head.
you might want to practice this ahead of time so you'll know how to do it
when the time comes - and it will!
