It's my impression that the trailer-mounted sway managing brake system was something they tried in the '70s (and didn't get great results and gave up fairly quickly). It may be that their minds were ahead of the capability of the technology of the day. So in your late-90s trailer it's probably just a convenient junction box to make it easier to change out the whole umbilical rather than having to splice.
