CA Tallguy,
1. Do all of your other lights work properly on the trailer? If they do, that says that you have a good solid ground and the positive wires to the lights are fine.
2. When you are reading from positive to the brake light circuit, that just says that you have a 0.2 Volt differential between the brake controller output and the positive battery terminal. If you unplug the trailer from the tow vehicle and probe the connector on the tow vehicle, do you get a reading of about 12 volts? I suspect that the answer will be yes.
3. Check the trailer. I suspect that the trailer wiring is where the problem lies. You need to unplug the trailer from the tow vehicle and disconnect the battery and use your ohm meter to determine where the wire is open between the plug (umbilical cord connector) and the brakes themselves.
Thanks Steve - yes the problem was a bad ground connection on the brake line. There was a loose splice inside the wall but thankfully I figured it out without having to go in there.
