Fresh Water Tank Questions

Hello out there,
I am a pretty new member with a 1971 31' Sovereign that needs a lot of work. This model only came with an owner's manual and no repair manual, so I'm in the dark alot. I am trying to see if the fresh water tank is still good. When I tried to locate the drain plug (curbside, right under the sink) here's what I found (see photos). Anybody have any ideas what this hole and the two rubber hoses are for?
Another question: I am putting all new pex plumbing in as the copper is broken in several places. I noticed that the cold water intake pipe is bigger than the other pipes. Is there a reason for this and do I need to do the same with PEX? Thanks!
