That could work. Or they could open half the sites to whoever at 11.5 months, but hold some for Florida residents until maybe at 1-2 month when they open everything up to everyone.

Check your check valve.

I once completely drained a newly replaced fresh water tank, and the fine plastic shards left in the tank from installing new fittings clogged the check valves.
