Replace the brakes shoes and magnets on that...

Replace the brakes shoes and magnets on that wheel and maybe the brake drum....most likely a magnet not letting the brake shoe release.

Andy I resealed the clearance lights even though they showed no water under them when I took them off.

The water appears to be coming in between the Aluminum skin and the top of the rubber...
