If it wears the tire same as previous it would be axle or spindle bent. Camber? An alignment is called for.

Rust is evel.

You did well staying away from Rust. It is not good on Steel main frame OR on Aluminum - everything else. Bad on people that do not disclose the bad things. Keep Looking.
