Interior skin Delaminating

Is there a Fix?
need to figure out a adhesive to reattach:

I have some 3M adhesive on hand for another application: does not seem to set up hard: remains tacky:

It is going to be very difficult to fix unless the whole piece of vinyl will come off without a lot of trouble.

If the whole piece will come off I recommend 3M super trim adhesive or contact cement. Even then it is going to be work to get smooth.
