1989 excel kit floor

I have a 1989 Excella 29' A water leak made the kitchen floor buckle. Under the floor skin, was floor layer made of 1x3 pieces of wood.
Is there a solid floor below these little pieces of wood that I can nail down with a new floor skin?
What was the purpose of those little pieces?

We have an '88 Limited. Our subfloor is made of 5/8" OSB. If you shine a light between the cracks what do you see?

That is the Oak Hardwood floor laid on top of the plywood or OSB subfloor. In my '94 I removed the cheap Oak that was used and replaced with real T&G Oak hardwood. Remove that oak flooring and replace with the floor covering of your choice.

I can see 1/2" particle board. The 1x4" floor pieces are 1/4" thick
