Cannot lower dinette table

I have a 2014 International Serenity with the pedestal dinette table. I've released both latches for the two stages, but the table won't budge when pushed to lower. What am I doing wrong?

Is this a 23FB?
If it is, release the two clamp levers, and push straight down steadily more and more firmly until it lowers. They are made to be a little firm, so you don't accidentally dump your dinner onto the floor.
