1959 Flying Cloud - need VIN #

Can someone help me determine my VIN? and also, the last registered owner of my FC?

On the exterior is 2954
On the Airstream plate located under the window is:
22T-0234
On the State of Cali Div of Housing plate is:
188 and DoH No. 32823

I am trying to get my AS bonded and appreciate any help.

The VIN is 22T-0234. 22 foot, twin bed and number 234 off the assembly line.
