Any suggestions on how to free up the stuck valve? Or how to get rid of the full tank?

I had a similar experience. I had a full tank that I could not get to work. I took it to a propane fill station and they couldn't make it work. It was a 20# exchange tank so I just exchanged it with one that worked.
But, after learning more about propane tanks, I believe the tank was overfilled when I had it refilled. I believe I could have turned the bleed valve that is used while refilling to let some of the pressure off and then the tank may have worked. I'm not sure of this. Just giving my thoughts on something I could have tried to make that tank work.
Maybe others can give their thoughts on bleeding some excess propane from the tank to make it work?
