If it is cement splatter, it may come off with a very fine 3M pad (white) soaked in vinegar.
Soak the 'blob' in vinegar first, then rub in the direction of the grain, very gently, and rinse out the pad constantly to keep from scratching things with stuff embedded in the pad.
Try in a inconspicuous area first. Vinegar should not hurt the stainless steel. Rinse thoroughly with clean water to get the vinegar residue off.
