Well I have been advised that that structure is the Host Shed and the upper portion is just a vent for air circulation. No fans etc, just for hot air rising.
The 57 station wagon is rumored to belong to Herb (Gus) Spies of Ft.Walton Fla.
My guess it would be for a heated air discharge - prevents the hot air that is gathered just underneath the roof from being radiated to the storage/picnic area.
Pratically all of the "villas" at the Texas Airstream Harbor (TAHI) AS community are similarly constructed - I seem to remember that some of the "sheds" are also somewhat similar at the Tennessee Cumberland Gap Airstream community.
Note hte "under/over" construction of a typical structure at TAHI.
