How to Unlatch small rear bin 27 FC FBQ

This is my third trip in this new-to-me 2020 Flying Cloud with rear hatch. I can't get the little front bin open. All that's in it are the rod for stabilizing and the tool for the awnings. Which way should the black locks turn? Thanks.
