An unedumcated guess...
Hmm does it have something to do with opening the valves for the black tank ? Guess based on double meaning for #1 and #2 in a toddler centered home...

It's from the 'Gloat Package' option...

I know it had something to do with an automatic, self adjusting, leveling system that Airstream was working on in the 60's. The project was later scrapped

Is it a leveling system for a prototype equalizing hitch ? if I remember correctly it was found at Chryslers proving ground in Michigan.

I recognized it immediately but will keep my lips zipped as requested, other than dropping another clue.
This item was named after the inventor, a Mister Chacallit. His first name was What.
He is also credited with invention of the cow tipping device which Janet depicted.
