The draw length of your hitch and the position of your electric jack head will determine if you can drop your tailgate.
Most electric jack heads can be turned 90 degrees to give more clearance. Mine is mounted with the switches to the port side to have the light on the door side of the trailer at night.
Even with your small trailer, weight distribution and sway control are highly recommended. With both you can have a bit longer draw length, the distance the ball and the receiver. Without weight distribution and sway control, "on the ball" you can have a longer shank to allow the tailgate to drop, but you will give up stability and control.
