Trouble with pump getting water to sink

I have water filled in fresh water tank, have city water hooked up. When I drain the hot and cold pump stays on. Close valves pump goes off. Any help would be nice, can't get water to kitchen sink.

Have you checked the aerator on the kitchen faucet? They clog easily.
Do you have water at the bathroom sink? Toilet?

If you are hooked up to city water you shouldn't have the pump turned on. If your water tank is full, disconnect city water hookup, turn on the pump. Once the pressure equalizes in the pipes the pump will stop until you open a faucet. The pump will keep pumping until the faucet is closed and the pressure equalizes again.

If you hook up to city water, turn the pump off (it may disable anyway because of the city water pressure.) Try all the faucets, cold first, to see if you get water out.
