I believe you would get more help if you were a mite more specific...
Do you require full hook-ups? How long do you spend in a given place? What size rig?

Me, I would stay at one of the four campgrounds located in the Cape Hatteras National Seashore. Dry camping but great locations and half off with the Geezer Pass.

I've stayed at Camp Hatteras, It's Ok, but they pack you in like sardines. It's really just a parking lot and not cheap. I choose the sound side, since you didn't have a view of the ocean anyway due to the dunes. If you get a spot right on the back then at least you have an unobstructed view, but they are the first to go. I most likely would do the National Park site the next time.

Frisco Woods has plenty of sound front sites. Many are full hookup. They offer 30A and 50A. It is at the lower end of the Outer Banks which can be a pain if you want to be close to everything, but there is definitely less traffic down there. Rates are more than the federal campgrounds, but the views are awesome. If you go in the summer and you want waterfront then you will be packed in pretty tight, but the views are so worth it. There are some good YouTube videos of Frisco Woods if you are interested.

Yes, you can't beat the National Seashore campgrounds. Oregon Inlet tends to be the busiest, being closest to Nags Head. Get to Buxton, at the Cape Hatteras Lighthouse, and Cape Point campground will find you nearly alone in the large area. However, it may flood in heavy rain, and will close until the water recedes. Frisch will have more shade, but pay attention to length restrictions, as the terrain is hilly dunes. Ocracoke is a free ferry away, less busy than Oregon Inlet or Frisco. All will have water available and dump stations.
