Can I seal off black tank permanently?

I am remodeling a 1976 Sovereign into a commercial biz and do not need either the black or gray tanks. They are both extremely difficult to remove so I am wondering if they can just be permanently sealed off? I am going to just go over them with new flooring and would like to proceed without worries.

Any help would be greatly appreciated. :-)

Sure. If you have no need for them. There will still be exposed venting (unless you remove the vents). I would just go through the hassle of removing the tanks. Long term, the saved weight will work in your favor to increase fuel economy.
