Camp Gulf, Destin. Might also check Groton Beach State Park, same area.

Gulf Campgrounds

Just left Topsail and was impressed. The weather sucked, but other than that, it is a lovely place. Gulf Shores State Park is really nice, too, but it’s getting expensive. I must point out that neither of these is “on” the beach, but not very far and both have great beach access. No hub-to-hub camping at either, which is likely to be the case at any on-the-beach “camping’’.

I would highly recommend Grayton Beach State Park in Santa Rosa Beach, Florida. The Park is on 1/2 mile of one of the nicest beaches anywhere. There are not any campsites that are directly on the ocean, but they are close by. There are some sites in the park that are directly on Western Lake. Western Lake is one of the Coastal Dune Lakes that, when full, empties directly into the Gulf of Mexico before resealing itself.

CA,
Have you used: http://www.militarycampgrounds.us/
This is all military campgrounds. A great resource for Vets with access to DoD facilities.
This is a screen shot of the interactive map with campgrounds for FL/MS/LA/TX. None listed for AL.
Hope this is helpful.

No one has mentioned St George Island State Part. The park is the entire Eastern 7+ miles of St George Island. The campsite isn't on the beach, but the park is what the beach looked like before the humans showed up.

Does close to Florida Bay/Everglades count as the Gulf? Spent the weekend at Trail Lakes Campground, AKA Skunk Ape Research Center. Very nice, easy to get sites, good paddling close by.

Sorta near Everglades City, watch out for "square groupers"

The only one I have found is Camp Gulf if you truly want on the beach. They only have a few and are not cheap. Better make reservations.

Speaking of Military campgrounds, the one at MacDill AFB in Tampa is special. It is right on the Bay. There is a fish camp as part of the campground. There is also a golf course on the base.
