A good point - but liability coverage is usually sold separately from damage/loss insurance. In many jurisdictions, the liability coverage on the tow vehicle covers the trailer as well - but there is still a risk if the trailer becomes disconnected from the tow vehicle and goes on to cause a further loss. These are questions for your insurance broker to answer.

I had a hail damaged car that I chose to keep driving because it was still in good condition otherwise. The insurance company paid me retail value less salvage value, and declined to insure the car per se, but continued to sell me liability coverage. It was cheap, and liberating.
