Usually, you need a license to do business in whichever city you operate.
Let's say you go to swap meets or computer shows, or whatever.
THEORETICALLY, you're supposed to have a resale permit for every venue you do business out of.
Anyways, if you are stationary, then you just go to the city and apply for a license.
I used to go all over selling various items at flea markets. I never applied for a license in the town that these flea markets were held in, but I did have to purchase a permit from the operators of the flea market.
Now I operate a business over the Internet and I have never applied for a license, but that's because I don't have a said place of business.
